How any approved program payment and refund terms must be communicated.
This is the Phase 4 operational draft required by the UICA blueprint. UICA must complete legal and governance review before treating it as final legal text.
No implied fee
No fee is due unless a published program listing and an authorized UICA communication state the verified amount, purpose, method, and deadline.
Program-specific terms
Where payment applies, the approved listing must state cancellation and refund rules before payment. Those stated terms govern the transaction.
Disputes
Keep payment evidence and contact UICA through the official contact route. Never send card credentials or passwords by email.
