Guardian consent policy
Additional safeguards for eligible applicants who are 15–17 years old.
This is the Phase 4 operational draft required by the UICA blueprint. UICA must complete legal and governance review before treating it as final legal text.
When consent applies
If a future program accepts applicants aged 15–17, UICA must obtain verified guardian consent before participation or account activation. The published program must state this clearly.
What a guardian receives
The guardian should receive understandable information about the activity, supervision, data, media, safety, contact routes, and any cost before deciding.
Verification and records
UICA must verify the guardian relationship through an approved process and retain only the consent evidence required by the approved retention policy.
